That is difficult to verify, since there is no way to measure the level of heat given off by an e cigarette, nor is there any clear evidence of whether vaporizing actually makes the smoker to smoke less. As more studies are completed on electronic cigarettes and their effect on your body, more evidence will emerge highlighting their positive benefits.
